Preamble
The electronic electric field holds a major importance due to its dynamism, its high added value and its innovative technology. It concerns essentially two types of products: consumer goods and capital goods. It is considered strategic taking into account:
  • The importance of the electrical engineering industry in the development of energy production, transport and distribution infrastructures and the development of the country industrial basis;
  • The magnifying and integrating nature of electronics, computing in general and information and communication technologies know-how;
  • The participation of this field to meet the needs of wide household consumption.
General recommendations
  • To control market and Industrial activities organization and supervision The existence of an informal market, supplied by fraudulent imports in some sub-fields as well as by the Algerian producers, weakens affected sub-fields and compromises dangerously the National productive sector by reducing sharply its employment and social insertion capacities, as well as it ruins the national economy through a fiscal and parafiscal evasion. Appropriate measures aiming to normalize free play of competition must be planned (patent rights, products labelling and, above all, rehabilitation and creation of control and tests laboratories).
  • To readjust the upgrading policy of the company and its environment The diagnosis of the upgrading policy has revealed the following shortcomings:
    • Insufficiency of funds assigned to the upgrading,
    • Low level of aid granted to companies,
    • Banks hesitation to support upgrading plans,
    • Complexity of aids granting procedure (repayment periods).
  • To strengthen support tools
    • To support the development of technical services with added value inherent to each production field;
    • To develop system engineering which would be used in support of the local product;
    • To set up centres of technology watch (manufacturing technique and approaches) and of marketing intelligence (export market) within institutions;
    • To set up sectoral technical centres in charge of (control and respect of standards) being able to play the role of interface company – university;
    • To redeem training means (specialized institutes, training centres) and to encourage courses leading to qualifications;
    • To define a permanent organization framework of the relations between companies and universities, to be supervised if need be by a regulatory text;
    • Implement a system to make profitable the national competence living in Algeria and abroad.
  • To carry out the financial streamlining of companies having a potential of development and opportunity of market.
Recommendations by field
1. Electrical Engineering
Cables manufacture
  • Integration of the manufacture of wires stock by continuous casting within the framework of a regional view (cables: strong intensity of investment with a reasonable added value; the national production covers two thirds of the demand);
  • Diversification of products with high added value (high tension cables and specific cables).
Electrical cabinets
  • To support components manufacture (power transformers, power cut equipment), products with long cycle and large added value. Power cut equipment (represent 80 % of cabinets);
  • Acquire licences for transforming stations pulling cells;
  • To encourage the manufacture of lamps with low energy consumption (LBC) to increase the potential of energy saving in building and service sectors.
2. Electronics
  • Development of electronic components manufacturing
  • Call for the know-how in the development of electronic applications
  • Promote the manufacture of equipments inherent to the production of solar energy
3. Electrical goods industry.
  • The present industry - with long cycle technology - is confronted with financial difficulties handicapping competitiveness, productivity and the modernization of production tool. The intensification of the comparative advantages goes through the development of the upstream sector: plastics derived from Petrochemistry, sheet metals with small thickness, aluminium.
4. Information and Communication Technologies
Promote the development of Information and Communication Technologies activities:
  • The State must encourage the development of computers assembly industries. The aspect software must be considered as a subsidized priority;
  • To support the telecommunication fields restructuring (some restructuring operations were launched and were successful); integrate what would remain (lab equipments, human expertise) for the creation of a future technical centre;
  • To encourage service and engineering activities directed toward specific applications (industrial electronics, telecontrol, remote processing) intended for the various fields of industry (electric, hydraulics, environment, transport);
  • To promote services with added value.
